Why greenhouse gases hit record high in 2011

Carbon dioxide, the primary greenhouse gas emitted by human activities, reached 390.9 parts per million last year, or 40 percent above the pre-industrial level, the World Meteorological Organization said. It cited fossil fuel as the primary source.

Atmospheric volumes of greenhouse gases blamed for climate change hit a new record in 2011, the World Meteorological Organization (WMO) said in its annual Greenhouse Gas Bulletin on Tuesday.

The volume of carbon dioxide, the primary greenhouse gas emitted by human activities, grew at a similar rate to the previous decade and reached 390.9 parts per million (ppm), 40 percent above the pre-industrial level, the survey said.

It has increased by an average of 2 ppm for the past 10 years.

Fossil fuels are the primary source of about 375 billion tonnes of carbon that has been released into the atmosphere since the industrial era began in 1750, the WMO said.

WMO Secretary-General Michel Jarraud said the billions of tonnes of extra carbon dioxide would stay in the atmosphere for centuries, causing the planet to warm further.

"We have already seen that the oceans are becoming more acidic as a result of the carbon dioxide uptake, with potential repercussions for the underwater food chain and coral reefs," he said in a statement.

Levels of methane, another long-lived greenhouse gas, have risen steadily for the past three years after levelling off for about seven years. The reasons for that evening out are unclear.

Growth in volumes of a third gas, nitrous oxide, quickened in 2011. It has a long-term climate impact that is 298 times greater than carbon dioxide.

The WMO, the United Nations' weather agency, said the three gases, which are closely linked to human activities such as fossil fuel use, deforestation and intensive agriculture, had increased the warming effect on the climate by 30 percent between 1990 and 2011.

The prevalence of several less abundant greenhouse gases was also growing fast, it said.

Sulphur hexafluoride, used as an electrical insulator in power distribution equipment, had doubled in volume since the mid-1990s, while hydrochlorofluorocarbons (HCFCs) and hydrofluorocarbons (HFCs) were growing at a rapid rate from a low base.

But chlorofluorocarbons (CFCs) and most halons were decreasing, it said.

Health News - Poor job as bad for mental health as no job

Having a job with poor working conditions can be just as bad for a person?s mental health as being unemployed, according to new research published in Psychological Medicine today.

The study, led by Associate Professor Peter Butterworth from the ANU College of Medicine, Biology and Environment, is the first to use nationally representative data from England to compare the mental health of those who are unemployed with those in jobs of differing psychosocial quality.

Poor psychosocial job quality is measured by factors such as high job demands, low job control, poor job security and low job esteem.

Associate Professor Butterworth said the study?s findings support the hypothesis that the mental health benefits of work are restricted to good quality jobs, and that the poorest quality work is comparable to unemployment as a risk factor for poor mental health.

?Our analysis clearly established that there was no difference in the rates of common mental disorders, such as anxiety and depression, between those who were unemployed and those who were in the poorest quality jobs,? Associate Professor Butterworth said.

?Both of these groups of individuals were more likely to experience a common mental disorder than those who were in high quality work.

?Importantly, the results from this analysis of UK data confirm previous findings from analysis of Australian data.

?They add to a growing body of research highlighting the need to address the psychosocial aspects of the work environment as part of national government plans to reduce mental illness in the community.

?Policy efforts to improve community mental health should consider psychosocial job quality in conjunction with efforts to increase employment rates.

?The improvement of psychosocial work conditions, such as reducing job demands, and increasing job control, security, and esteem can flow on to improvements in employees? mental health and reduce the burden of illness on public health systems.?

The study draws on data from the 2007 English Adult Psychiatric Morbidity Survey. The final sample size for the analysis was 2603 respondents.

Debate over EU debate mixes philosophy and money

(AP) ? Which side of this week's debate on the European Union budget a country takes can depend largely on which side its bread is buttered.

Those that contribute more to the EU than they get back generally want to hold the line on the organization's budget ? or even see spending fall. Those who receive more money than they put in tend to support a robust rise, if at all possible ? and regard possible cuts with dread.

The leaders of the 27 EU member countries descended on Brussels on Thursday to duke it out over the next two, three or even four days regarding the EU's budget trajectory over the seven years from 2014-2020. And, for whatever reason, the philosophies expressed often correlate closely with the money involved.

Each of the EU's 27 national leaders can veto the budget plan. With such diametrically opposed philosophies ? and with real money at stake ? whether they will be able to reach a consensus is anybody's guess.

Here's a look at the two main camps:

?Cutters

Many of those countries that contribute more to the EU budget than they take away are fighting increases in spending, claiming it's wasteful, inefficient, and inappropriate to boost the EU's spending when national budgets are being cut.

Leading the would-be budget-cutters is British Prime Minister David Cameron, whose country is, not coincidentally, one of the largest net contributors to the EU budget, second only to Germany.

"At a time when we're making difficult decisions at home over public spending, it would be quite wrong ? it is quite wrong ? for there to be proposals for this increased, extra spending in the EU," Cameron said Thursday.

A number of other net contributors ? Germany, Finland, Austria, Finland and the Netherlands, for example ? share more or less the same philosophy.

?Boosters

Other countries, most of which get more money from out of the EU than they put in, argue that the union's budget is the best instrument to help the region emerge from the financial crisis. A strong budget, they claim, is the best way to support investment, growth and jobs. Even countries that are net contributors to the EU benefit from its spending in the other countries, they say ? not least because the poorer members will then buy more of the richer member's exports.

Fifteen EU countries have joined together to form the Friends of Cohesion Policy, taking the name from the EU's "cohesion funds," which are intended to help the union hold together by investing in poorer areas so that the gap between the haves and have-nots becomes narrower. The EU countries in the group are: Bulgaria, Cyprus, Czech Republic, Estonia, Greece, Hungary, Latvia, Lithuania, Malta, Poland, Portugal, Romania, Slovakia, Slovenia and Spain.

"Better spending does not rhyme with no spending," said Polish Prime Minister Donald Tusk, whose country is a major net recipient of EU money. In fact, all 15 members of the Friends of Cohesion Policy turn out to be net recipients.

Terminal X: US begins tenuous military relationship with Myanmar

TOKYO: The tour of the USS Bonhomme Richard looked like any other official visit except for one key detail ? the smiling guys in the white uniforms were Myanmar navy officers.

The rather mundane affair ? down a few decks, through the medical bay, up for a briefing on the amphibious ship?s flight deck ? represented some of the friendliest contact the U.S. military has had in decades with Myanmar?s military.

The tour happened Sunday in the nearby Andaman Sea. A port visit to a country officially considered a pariah by Washington is still apparently a step too far.

The military?s cautious engagement appeared to mirror the message that President Barack Obama gave to Myanmar during a landmark speech in Yangon on Monday: We think we?re ready to get along, but we?re not quite sold yet.

The military still dominates Myanmar?s power structure, as it has since it orchestrated a coup in 1962. When soldiers opened fire on thousands of pro-democracy protesters in 1988, Myanmar earned sanctions that still remain, though Obama has suspended some of them through executive order.

Myanmar?s recent inclusion of pro-democracy activists in government and its shift away from North Korea began the thaw that culminated in Obama?s visit.

The presidential stopover, following a visit by Secretary of State Hillary Clinton, has paved the way for a military-to-military relationship.

No one is talking about anything as grandiose as an alliance with Myanmar, which the United States and Britain still officially refer to as Burma.

For now, the military dialogue still heavily depends on how Myanmar deals with warring minority groups, political prisoners and the official corruption that has left it one of the poorest countries in the region. Pacific Army commander Lt. Gen. Francis Wiercinski and Vikram Singh, deputy assistant secretary of defense for East Asia, were in a delegation that met with Myanmar leaders last month to discuss those problems.

?The dialogue provided an opportunity to have a frank and open discussion with the Burmese military on human rights and rule of law issues and concerns,? Pacific command spokeswoman Lt. Theresa Donnelly said in a statement Tuesday.

Pacific Command officials told Stars and Stripes on Tuesday that sanctions still limit the extent of what they can do. No port visits are scheduled, Donnelly added.

Even the limited engagements the Navy has with countries like Vietnam ? sports, medical aid and community projects ? aren?t feasible yet, analysts said Tuesday.

Ideally for the U.S. military, Myanmar?s push toward normalization would advance to a point where America could drop its sanctions. That would allow more cooperation on piracy, freedom of navigation and other military priorities in Southeast Asia.

However, the Obama administration realizes that Myanmar?s regime is too unreliable to contemplate that kind of cooperation at this point, analysts told Stars and Stripes on Tuesday.

?Most people don?t understand just how complicated the sanctions are,? said Tin Maung Maung Than, senior research fellow at the Institute of Southeast Asian Studies in Singapore. ?They?re still just suspended and can always come back when things go bad. A complete lifting probably won?t happen in the near future.?

U.S. military engagement will instead focus on individual relationships for the forseeable future, Tin said.

The U.S. has already restarted talks on recovery of servicemember remains. Given that it has periodically cooperated with North Korea on that issue, it?s hardly a measure of a military relationship?s success.

The more important indicators will become apparent when senior military leaders talk. The U.S. is considering Thailand?s request to let three Myanmar officers come as observers to next year?s Cobra Gold, an annual exercise that includes thousands of U.S. troops. There are also scheduled discussions to include Myanmar leaders in some of the U.S. military?s academic circles.

Whatever the outcome, China will be watching closely. Beijing is always suspicious of America?s military relationships with smaller nations in Asia, which many of its leaders see as a plot to prevent their rise, Tin said.

However, China also has a stake in its neighbor?s stability, and a normalized relationship with the West could help the nation prosper enough to keep its myriad tensions from boiling over.

Given its own difficulties in persuading Myanmar to follow its wishes, it?s unlikely that China is worried about any kind of U.S. military presence asserting itself on the Myanmar border.

The Myanmar regime largely does what it wants, Andrew Selth of the Australia-based Griffith Asia Institute wrote earlier this year.

?Beijing may not be entirely comfortable with the idea of the U.S. developing a closer relationship with its prickly southern neighbour, but it knows ? [Myanmar] would not allow itself to become the puppet of any major power,? Selth stated.

Egypt confiscates warheads smuggled from Libya

(AP) ? Egyptian authorities have confiscated trucks carrying explosive warheads and a variety of small arms ammunition smuggled from Libya, the interior minister said Wednesday.

A flood of weapons from its western neighbor has added to Egypt's security concerns as police have yet to fully return to their duties since last year's uprising. Smuggled weapons often fall into the hands of Islamist militants in the Sinai Peninsula, or pass via underground tunnels to the Gaza Strip, the site of fierce exchanges over the past week between Hamas militants and Israeli forces.

Egyptian Interior Minister Ahmed Gamal Eddin said at a news conference in Cairo that authorities spent weeks in the desert investigating the operation before they finally seized the pickup trucks. They were carrying 108 warheads for Soviet-designed Grad rockets, near Marsa Matrouh, 430 kilometers (270 miles) northwest of Cairo on the Mediterranean coast. Suspected smugglers had fled the scene.

Also on Wednesday in Egypt's troubled northern Sinai region, troops from a multinational observer force fired on protesters demonstrating outside their base against the Israeli offensive in Gaza. Egyptian security officials said that one person was killed and another injured. The 12-nation observer force is part of the peace treaty signed by Egypt and Israel in 1979. American troops make up the largest contingent of the 1,650-strong force.

Libya's revolution last year unleashed a flood of small arms and heavy weapons, including shoulder-launched anti-aircraft missiles, into circulation through the vast Sahara desert of North Africa. Military experts say weapons that cross Libya's porous borders with neighboring Egypt and Sudan could be falling into the hands of Islamic militants.

Hamas and Islamic Jihad militants in Gaza have stockpiled Grad rockets and fired them at Israeli territory over the years, including in the latest round of fighting.
