Egypt acts on border region as Israel tensions linger (Reuters)

CAIRO (Reuters) ? Egypt announced plans to develop a region bordering Israel on Monday after Israeli officials blamed its loosening grip on the area for the killing of eight Israelis by armed militants, inflaming tensions between the two neighbors.

Five Egyptian security personnel died when Israeli troops repelled the gunmen following the attack near Israel's Red Sea resort of Eilat on Thursday. Egypt said Israel's actions breached their 1979 peace treaty.

Israel said the gunmen had entered the country by crossing the Egyptian Sinai from Gaza.

Cairo has struggled to assert its grip on the isolated desert peninsula, especially after the overthrow of President Hosni Mubarak in February left a power vacuum that was quickly exploited by a local population resentful of the government in Cairo.

Israel expressed its regret for the Egyptian deaths and said it was investigating the incident, but pressure was growing in Egypt for sterner sanctions.

A group of politicians including former Arab League head Amr Moussa and other candidates for Egypt's presidency called for the return of the Egyptian ambassador from Israel, more troops in Sinai and trials for Israelis responsible for the killings.

"Egypt after the January revolution is not like Egypt before. The corrupt, oppressive and compliant regime is gone for good," they said in a statement published in newspapers.

They described Mubarak's government as "a strategic asset to Israel."

"It has been replaced by a strong popular will that does not know weakness or complicity and understands well how to achieve retribution for the blood of the martyrs."

Hundreds protested angrily outside the Israeli embassy in Cairo at the weekend. A protest of any size near the Israeli embassy would have been quickly smothered by state security forces in the Mubarak era.

The spat has highlighted the dilemma faced by the generals ruling Egypt, caught between pressure to preserve the 1979 peace treaty with Israel and popular hostility to the Jewish state.

The army is trying to keep a lid on social tension as Egypt prepares for elections later in the year as part of a promised transition to democratic civilian rule after Mubarak's removal.

CHANGING RELATIONSHIP?

The top army officers now in charge in Cairo have broken with Mubarak's softly-softly approach and Egypt's condemnation of Israel included a demand for a change in relations between the two U.S. allies.

But there were signs over the weekend that Egypt and Israel were both trying to ease the gravest crisis in their relations since Mubarak's overthrow.

Israeli officials have expressed "regret" for the incident but Egypt wants a full apology.

On Sunday evening Egypt's state media reported that Israeli President Shimon Peres had expressed his regrets over the Egyptian deaths in a phone call with the Egyptian ambassador to Tel Aviv, Yasser Reda.

Peres held a Ramadan dinner earlier on Sunday for senior Arab officials at his home in Jerusalem, where he told Egyptian diplomat Mustafa al-Kuni he had great respect for the Egyptian people, according to the Israeli Ynet news website.

The Egyptian state news agency said Peres had apologized to the Egyptian ambassador but that was not confirmed by Israel.

In a live interview with Israel's Channel 2 television on Monday, Israeli Defense Minister Ehud Barak said, "I did not apologize to Egypt." He said he had taken what he saw as a "necessary step" to ease tensions with Cairo and that Israel's investigation of the incident was not yet complete.

It was not clear whether Egypt had followed through on its decision to withdraw its ambassador from Israel.

The Palestinian Maan News said on Monday that the head of Egypt's military council Mohamed Hussein Tantawi had overruled a cabinet decision to recall the ambassador.

The Israeli military killed the leadership of the faction it said was responsible for the attack near Eilat in an air strike in Gaza on Thursday, and launched more than a dozen more raids on Friday. Medical officials say at least 15 Palestinians were killed, including five civilians, three of them children.

Israel said it was acting in self-defense and did not rule out further action to prevent the launch of rockets and missiles against Israeli cities.

But an official involved in negotiations between Israel and Palestinian factions said Hamas and Israel had agreed a ceasefire and Hamas would ensure that smaller militant groups also respected the truce.

RESTIVE SINAI

Egyptian forces were conducting a military operation to root out gunmen who had used the vacuum left by the country's political upheaval to attack pipelines supplying Israel and Jordan with gas.

But last week's shootings have prompted renewed debate on whether security can be restored in Sinai without development, which critics say Mubarak neglected.

Repeated arrests of local men and the inability of the local Bedouin to register and own land have bred resentment, stymied development and encouraged a vacuum of authority that analysts say is now being exploited by Islamist militant groups.

The cabinet approved the creation of a Supreme Authority for the Development of Sinai to boost investment and improve security. The authority would have a separate budget and would operate as an independent entity.

It will plan development projects and its head will report immediately to the prime minister.

The cabinet also called for steps to guarantee opportunities for the Bedouin, who have long complained of deliberate isolation by Cairo, including an employment quota.

The cabinet said it was working to ensure the Bedouin would also be able to own and build on land in the peninsula. The government also plans to open a university branch there.

The government repeated calls for a launch of the joint Israeli-Egyptian investigation into the border deaths and demanded a time-frame for its completion.

Secret life of millipedes

ScienceDaily (Aug. 21, 2011) ? Male adult helminthomorph millipedes usually have one or two pairs of legs from their seventh segment modified into sexual appendages. These specialized gonopods are used as claspers to hold the female during mating or to transfer sperm. New research published in BioMed Central's open access journal Frontiers in Zoology has looked in detail at millipede development and the internal reorganization needed to produce functional gonopods.

Millipede puberty is a radical affair. The change in function from leg to gonopod can occur within a couple of moults, during which the millipede typically adds more segments to its length and sheds its too-small skin. These animals are difficult to study with standard techniques due to their hard exoskeleton, because secretions from their stink-glands interfere with most conventional microscopy preparation techniques. However, using confocal laser scanning microscopy, researchers from the University of Padova were able to investigate this dramatic transformation throughout the relevant moults.

Conversion of legs to gonopods first requires regression of the legs in segment VII into tiny primordia. The primordia then develop into gonopods and the exoskeleton rearranges, producing a gonopodal sac which shelters the base of the gonopods and a U-shaped apodeme, to act as an anchor point for the bulky muscles required to operate the gonopods. In three species out of the four investigated, some of these muscles, both protractors and retractors , extend to attach to skeletal structures on the flanking segments, VI or VIII, and another muscle (abductor) stretches across the pair of appendages to move them apart in a pincer movement.

Dr Leandro Drago, one of the team who performed this work, said that, "Conversion of legs into specialized gonopods via non-systemic metamorphosis is not a simple matter of changing the appearance of the legs and adding spines. The exoskeleton and muscle reorganization of segment VII during sexual development forces the nerve cord to become displaced and a causes a reduction in the volume of digestive tract through this segment."

Dr Drago continued, "This may well impact the amount of food an adult male millipede can eat and may be why they appear to lose weight when sexually mature. Males of some species of millipede can revert back into an immature stage (periodomorphosis) which may be an adaption to prevent starvation."

Islanders fret in wake of deadly shark attacks

As officials in the Seychelles hunt to to destroy the vicious shark they think killed two tourists, newlywed Gemma Redmond describes her husband's "awful" screams before his death. NBC's Stephanie Gosk reports.

PRASLIN ISLAND, SEYCHELLES?-- Is this paradise lost? That is the question facing all Seychellois, the people of this island nation who are stunned by two fatal shark?attacks in just two weeks.

The most recent victim, British newlywed Ian Redmond, was snorkeling when he was?killed. This tragedy took place only days after a French tourist was fatally bitten.

Anse Lazio, on Praslin Island, has long been heralded as one of the best beaches in the world. "It is the most beautiful beach. If you see it, you'll know that for sure,"?says James Lepair, assistant manager at Bonbon Plume, a popular Creole restaurant. He?fears that?business will dwindle if the shark isn't caught soon. "Ninety-five percent?of our clients are foreigners, we rely on them ... to come to Seychelles. We have to find the shark and put an end to the problem."

Taxi driver Winsley Esther agrees. The shark is the enemy. In his lilting Creole accent, he blurts out:?"We thought we could get it fast. If we do?not catch it, we don't know what will?happen next!"

The hunt is on. Local fishermen are?setting traps. Helicopters and planes ferrying tourists are diverting from their usual routes to scour the coastlines.

South African shark expert Geremy Clifton arrived to help. There is a military vessel just off the Anse Lazio and extra police are on patrol.

The giant creatures will sometimes literally make eye contact with their human observers. NBC's Peter Alexander reports.

"We will do everything it takes to catch this shark,"?head of Seychelles tourism Alain St. Anges says. "Until now we did not have any experience of shark attacks in the Seychelles. We decided to bring in experts from South Africa so that we can identify and get rid of this shark."

For now, visitors can only cast longing looks at the turquoise waters and take romantic walks along the pristine shores as swimming is banned.

Christophe Aggase and Laure Celent say the death of a British tourist has left them "very sad" but they would still recommend visiting the Seychelles.

That hasn't stopped Laure Celent and Christophe Aggase from enjoying their honeymoon. "It is a wonderful place, a paradise," Christophe said. "The birds, the trees and the beaches are so beautiful."

But even in their bliss, Aggase?says the shadow of the tragedy remains. "Of course, we?are here too on our honeymoon ... at the same time as this happened and we are very sad," he said. "Very sad."

Denmark sentences Greenpeace activists for stunt (AP)

COPENHAGEN, Denmark ? A Danish court on Monday handed two-week suspended sentences to 11 Greenpeace activists who gatecrashed a climate summit banquet in Copenhagen two years ago.

The activists unfurled a banner at a December 2009 banquet of world leaders after gaining access to the building in a limousine equipped with a false police light that joined a convoy of vehicles en route to the venue.

The Copenhagen City Court found the protesters guilty of trespassing, falsifying a license plate and impersonating a police officer. The Greenpeace Nordic office in the Danish capital, which planned the stunt, was fined 75,000 kroner ($14,500).

The activists included demonstrators from Spain, Switzerland, Norway and Netherlands.

In Belgium, 10 Greenpeace protesters were given one-month suspended sentences in March for a similar stunt at a 2009 European Union climate summit.

The activists got into the Brussels meeting by arriving in a shiny Mercedes, using fake accreditation and wore suits to blend in with European leaders. In front of dozens of cameras and journalists a demonstrator read from a text urging more EU action on climate change before being whisked away.
