House says budget should reflect economic impacts (AP)

WASHINGTON ? The House on Thursday voted to take a "dynamic scoring" approach to assessing how legislation affects the economy, a budgetary method that Republicans say will help lawmakers make good decisions but Democrats say is a gimmick aimed at justifying tax cuts.

The bill would direct the Congressional Budget Office to draw up estimates of how major legislation would impact such economic factors as gross domestic product, business investment and employment. The analysis would be in addition to the CBO's traditional estimates of the costs of legislation.

Under the measure, the CBO analysis must include an estimate of the legislation's potential fiscal impact, including how economic changes influence tax revenues.

The bill's sponsor, Rep. Tom Price, R-Ga., said that by providing lawmakers with more information, "this bill will also encourage pro-growth policy ideas from all of our colleagues that will help get our economy back on track."

But Democrats said "dynamic scoring" was simply a means for Republicans to understate the negative impact of tax cuts. Republicans have long argued that tax cuts ultimately stimulate economic growth.

Democrats also said the bill was written so as to exclude some assessments of how investments in such area as infrastructure impact the economy, and would not include an analysis of the effect of continuing the George W. Bush tax cuts of 2001 and 2003.

The bill passed 242-179, but it faces an uncertain future in the Senate.

The dynamic scoring bill is one of 10 the House Budget Committee has prepared in an attempt to fix what its chairman, Rep. Paul Ryan, R-Wis., calls a broken budget process. Others would take such steps as imposing binding limitations on spending, giving the president a line-item veto on spending measures, adopting a biennial budgeting system and enacting automatic steps to avoid government shutdowns when Congress can't agree on annual spending bills.

On Friday the House is to vote on legislation to eliminate a requirement that the CBO assume that spending will rise every year because of factors such as inflation and population growth.

Gingrich looks for a bright side in Fla. defeat (AP)

RENO, Nev. ? Republican presidential candidate Newt Gingrich on Wednesday sought to put a positive spin on his defeat in Florida's primary as he looks to the Nevada caucuses to yet again reset the volatile GOP race.

The former House speaker said that despite being pounded with a double-digit defeat in Florida, he's "very, very delighted with the results."

"On the conservative side, we carried evangelicals. We carried the tea party people," he said.

In fact, preliminary exit poll data showed GOP front-runner Mitt Romney performed better with tea party supporters in Florida. The two were closely matched with self-described evangelical or born-again voters.

At a rally in Reno, Gingrich said he wants to compete in every single caucus meeting in Nevada. But he acknowledged that Romney, who won the state when he sought the Republican nomination in 2008, holds an edge.

"I think this is clearly a state where Romney last time had a huge vote. He has a big advantage," Gingrich told reporters.

The former House speaker said he had not canceled an event with Nevada Gov. Brian Sandoval, a Republican who is neutral in the race now that Texas Gov. Rick Perry has dropped out. Sandoval's office said Gingrich scrapped a meeting in Carson City on Wednesday, but Gingrich chalked it up to a scheduling conflict.

"We're trying to find a time that works for both the governor and us," he said.

Creator of 'Triple Town' Focuses Legal Lasers on 'Yeti Town' | Touch ...

They say that bad luck comes in threes, and that definitely seems to be the trend in last week's news cycle. First Zynga ripped off Tiny Tower [Free], then Glu fired up their copy machines, and then some similar although unrelated drama hit the land of Triple Town [Free]. Gamasutra is all over this recent story, but I'll provide a quick rundown-

Spry Fox's Triple Town hit the App Store a couple weeks ago and it was clear that we loved it in our review. It's even sort of an interesting take on the free to play model, as you can download and play the game for free and play for a limited number of turns. You can buy more turns with in-game coins which you can earn (and buy with real money) or just download the unlimited turns unlock for (currently) $3.99. If you don't play much, or get bored easily, you might not ever need to buy anything? But once you get to the point where you need unlimited turns, chances are you've gotten way more than four bucks of entertainment out of the game anyway. I like that.

Anyway, according to the Spry Fox blog, they've filed a copyright infringement suit in federal court against 6Waves LOLAPPS due to Yeti Town [Free] which actually beat Triple Town to release by nearly a month. It's the same sad story we hear way too often on the App Store in that Yeti Town relentlessly copies absolutely every aspect of Triple Town.

Per Spry Fox:

Yeti Town, as launched by 6waves, was a nearly perfect copy of Triple Town. We?re not just talking about the game?s basic mechanics here. We?re talking about tons of little details, from the language in the tutorial, to many of our UI elements, to the quantities and prices of every single item in the store (how exactly did 6waves ?independently? decide to price 200 turns for 950 coins, or 4 wildcards for 1500 coins each? That?s quite a coincidence!)

This exact copying is also one of the things that really amused me about all of these Tiny Tower clones which all featured 5 categories of skills, 5 people per apartment, 3 people to a floor, 3 products per floor, 5 elevator upgrades, and other exact copies of core game mechanics. Unfortunately, you can't copyright a game idea, which is why companies like Gameloft are able to do what they do. Yeti Town is different through, as allegedly Spry Fox was in intense negotiations with 6Waves to publish Triple Town on the App Store which abruptly ended when Yeti Town was released.

As part of this, 6Waves had closed beta access months before Triple Town went public and had been "pumping [Spry Fox] for private information" which included design ideas, Facebook launches, as well as revenue and retention figures. This sort of elevates the Yeti Town clone to an entirely different level of shadiness, at least in my eyes.
